  • POSITION PURPOSE: Performs or directs engineering work to provide IT infrastructure (data, voice, and video networks, UNIX and MS Windows servers, databases, middleware, etc
  • ) at all TVA facilities to support TVA's administrative and business computing needs. Analyzes emergent IT infrastructure requirements, validates user requirements, selects the appropriate solution and determines the optimum method to deploy the solution. Analyzes existing IT infrastructure and engineers solutions to optimize performance characteristics Serves as the subject matter expert in one or more IT infrastructure technologies such as IP (internet protocol) networking, IP Telephony, IP Video, client server architectures, server and desktop operating systems, server virtualization, storage area networks, messaging, etc
  • Acts as Level III (expert) support for the End User Computing, IT Operations, and Applications Development personnel to resolve complex IT infrastructure problems
  • Ensures that engineering costs and schedule performance goals are met
  • Develops standards and guidelines to promote sound engineering, operations, and maintenance practices
  • Provides documentation to accurately reflect the work as engineered
  • Documentation may include system specifications, engineering drawings, project schedules, financial reports, and progress reports
  • Performs studies to evaluate the effects of modifications, changes of operating parameters, and changes in system requirements on existing IT infrastructure and develops solutions to improve performance
  • May serve as a project engineer for assigned projects of large scope or parts of major projects
  • Duties include leading the project team, establishing and accomplishing valid requirements, monitoring all phases of project performance, approving project changes within approved limits, and conducting lessons learned reviews at project completion
  • Supervision Received: Independently performs assignments with instructions as to general results expected
  •   Incumbent plans and executes the work with minimal supervisions and works under the direction of a team leader or department manager
  • SKILLS AND PROFICIENCIES: Expert level knowledge of current and emerging state of the art IT infrastructure technologies, architectures, and products and their potential application to TVA's business and administrative computing needs
  •   Expert knowledge of one or more of the following: data network principles, desktop and server operating systems, desktop productivity suites, middleware, management and monitoring tools, scripting languages such as Tk and Perl, databases such as SQL and Oracle
  •   Ability to analyze and assess IT infrastructure architecture requirements
  •   Advanced knowledge and understanding of a broad range of computer and networking technologies
  • Ability to plan, develop and coordinate multiple projects Knowledge of current technological developments/trends and their application
  •   Ability to communicate written and orally
  •   Proficiency with personal computers and productivity applications such as word processors, spreadsheets, scheduling, presentations, and groupware applications
  •   Understanding of basic financial principles
  • ELIGIBILITY FACTORS: Bachelor of Science Degree in computer science, engineering or a related field of study; or equivalent education, training & experience
  •   Several years of experience with one or more of the following:  data network principles, desktop and server operating systems, desktop productivity suites, middleware, management and monitoring tools, scripting languages such as Tk and Perl, databases such as SQL and Oracle
  •   Must be able to qualify for and maintain an ADP II, or equivalent security clearance
  • One or more upper level certifications from recognized IT industry organizations
  • Certification as a Certified Internet Systems Security Professional is desirable
  •   Membership in professional/technical societies is desirable
  •   Must be able and willing to assume on-call rotational assignments which may include 24-hour on 7-day per week availability
  • Travel as required to carry out project work or perform temporary duty at other than home-based site which supports both internal and external business on the schedule and shift requirements of those businesses
